Dr. Rahul Gupta is an accomplished physician, public health leader, and policy expert with more than two decades of experience in medicine and health systems. He completed his medical degree at the University College of Medical Sciences, Delhi University, followed by a Master of Public Health at the University of Alabama at Birmingham and an MBA in Innovation and Technology from the London School of Business and Finance. He is a board-certified internist and has practiced medicine in both private and public health settings.

Over the course of his career, Dr. Gupta has held prominent leadership positions in the United States. He served as the Director of the Office of National Drug Control Policy under the President of the United States, becoming the first medical doctor to hold that role. In this capacity, he coordinated federal policy and resources in drug prevention, treatment, harm reduction, and recovery services. Prior to this, he was West Virginia’s Health Commissioner, where he led responses to major public health challenges including the opioid crisis, infectious disease outbreaks, and overdose prevention initiatives.

Dr. Gupta has also served in academic and nonprofit sectors, with teaching roles at Georgetown University and the Harvard T.H. Chan School of Public Health, as well as senior leadership positions at the March of Dimes. His professional interests include substance use disorder and addiction policy, harm reduction, preventive medicine, health equity, and the integration of clinical care with population health strategies. His contributions have been recognized nationally, and he has received honors such as being named Public Health Official of the Year.

In addition to his government service, Dr. Gupta is actively involved in healthcare innovation. In 2025, he became President of GATC Health, a biomedical technology company working on AI-driven drug discovery and precision medicine.

Dr. Surender Kumar Dabas is a distinguished Surgical Oncologist and Robotic Cancer Surgeon, widely recognized for his pioneering work in robotic and minimally invasive cancer surgery. He completed his MBBS from Maulana Azad Medical College, Delhi University in 2003, followed by an MS in General Surgery at Lady Hardinge Medical College in 2007, and a DNB in Surgical Oncology from the National Board of Examinations in 2011. To advance his expertise further, he trained internationally, completing a fellowship in Robotic Head and Neck Surgery and Skull Base Surgery at MD Anderson Cancer Center, USA, and advanced training in Robotic Thyroid and Neck Surgery in South Korea. He also underwent specialized training in robotic pancreatic surgery at the University of Chicago.

Dr. Dabas has a broad clinical and academic portfolio, with expertise in robotic and minimally invasive oncology, trans-oral robotic surgery, scarless head and neck cancer surgery, thoracic and lung cancer surgery, gastrointestinal and colorectal cancer management, gynecologic and urologic oncology, and advanced thoracoscopic and laparoscopic procedures. He is regarded as one of Asia’s leading experts in robotic head and neck cancer surgery, having performed among the highest number of such procedures in the region.

His professional journey includes senior leadership positions at premier cancer institutes. He served as Chief of Head and Neck Oncology and Robotic Surgery at Rajiv Gandhi Cancer Institute, later as Director of Head and Neck Oncology and Thoracic Services at Fortis Memorial Research Institute, and currently holds the role of Senior Director and Head of Surgical Oncology and Robotic Surgery at BLK-Max Hospital, New Delhi. In addition to his clinical work, he serves as an international mentor and proctor in robotic onco-surgery, training surgeons across India and abroad.

Dr. Dabas’s academic contributions include numerous publications in international journals, presentations at leading oncology conferences, and active involvement in professional associations. He has been awarded the Best Oncology Doctor Award, the Chairman’s Appreciation Award in Oncology, and is an executive council member of the International Guild of Robotic & Endoscopic Head and Neck Surgeons (IGREHNS).
